Congressmen Hank Johnson (D-Ga) and Jamaal Bowman (D-ny) have reintroduced the Restoring Artist Protection or Rap Act, a legislation that, if passed, would limit the use of song lyrics for use in criminal proceedings.
The bill’s proponents — including music executives from the Recording Academy and its Black Music Collective — say using lyrics in criminal trials discourages freedom of speech and that the Rap Act is a necessary change to shield artists’ freedom of expression.
“This legislation is long overdue,” Johnson said while announcing the act’s re-introduction on Thursday.

Reps. Jamaal Bowman (D-n.Y.) and Hank Johnson (D-Ga.) on Wednesday introduced the Restoring Artistic Protection (Rap) Act to limit the use of lyrics and “artistic expression” as evidence in criminal cases.
The bill’s introduction follows the arrests and charges against Young Thug and Gunna earlier this year, with prosecutors leaning heavily on the musicians’ lyrics. If passed, the bill would restrict the ability of prosecutors in criminal cases, as well as lawyers in civil cases, to use song lyrics as evidence against musicians. Eve, "Lip Lock" (From The Rib/Red)
With her first studio album in 11 years, Eve returns with an unimpressive, unfulfilling new offering, "Lip Lock."
The rapper's rhymes lack passion, her wordplay is too simple, her hooks come across as mundane and she fails to find a musical identity on the 12-track album – particularly on single "She Bad Bad" and "Eve," featuring Miss Kitty.
The album includes top producers like The Neptunes, Swizz Beatz and Rico Love, but even they were unable to save this poor album.
The bright spots are the guest appearances that include Snoop Dogg ("Mama in the Kitchen"), Missy Elliott ("Wanna Be"), Dawn Richard ("Keep Me From You"), Chrisette Michele ("Never Gone") and Gabe Saporta ("Make It Out This Town"). But each talented guest overshadows Eve in every way.
On "Grind or Die," Eve reminds critics she's been banking millions of dollars internationally from Belgium to Japan...

-- Melanie Fiona, "The Mf Life" deluxe version (Universal Republic Records/Title 9/Src)
With freshman jitters behind her and two Grammy wins under her belt, Melanie Fiona returns with a sophomore album that stays true to her eclectic sound – a mix of soul, R&B, rock, doo-wop and reggae.
"The Mf Life" picks up where Fiona's debut, "The Bridge," left off. She still sings of love, heartbreak and frustration, mostly over lush, soulful instruments backed with old-school harmonies.
The album opener "This Time," featuring her Roc Nation affiliate rapper J. Cole, has a tribal, marching band-like beat most likely to evoke a Beyoncé dance groove.
Fiona's range and rich tone shine on the Rico Love-produced "4 Am," about a straying lover out until the early hours of the morning. "I don't deserve his lies. I'd make the perfect wife," she croons, sounding defeated (until later in the album).

Love and Hip Hop Sneak Peek: Miami Vice
Though the hip hop industry is never truly stable, VH1's Love and Hip Hop has always had a bit of stability in Jim and Chrissy, the only couple on the show and two people that had been together for years. While the other ladies were having career difficulties, stumbling in their own relationships, and getting booted off the show, Jim and Chrissy were there, likely in the background arguing about something or other.
Which is what makes the sneak peek for Monday's episode that much sweeter, as Jim finally proposes to Chrissy following her proposal last season. Say what you want about her anger issues or their relationship in general, but it's a nice break from the cat fighting to see two people in love express it. Chrissy may be on cloud nine, breaking down in her confessional and bonding with Mama Jones,...

When Nelly first stepped on the scene in 2000, he was hip-hop to the core. There was no denying the street appeal the multiplatinum hitmaker displayed in his debut "Country Grammar" video wearing an oversize baseball cap, baggy jeans and backward football jersey.
The St. Louis standout has exhibited a ton of growth in his 11-year career, and while his 2010 single "Just a Dream" shot to #1 on Billboard's pop charts, it didn't do much to bolster his hard-core rap cred -- and that's Ok. Nelly is still in tune with his rap roots. He even presented LL Cool J with his I Am Hip Hop Icon Award at the 2011 Bet Hip Hop Awards.

Uniondale, New York — Kelly Rowland needed a moment. MTV News had spent a few weeks trying to catch up with the cocoa beauty, and we finally scored some time to chat with her when she hit Nassau Coliseum last week for the New York leg of Chris Brown's F.A.M.E. After an energetic opening set that included hits from her Destiny's Child days and the honey-dipped hooks she dropped on rap staples like Nelly's "Dilemma," Rowland emerged backstage in a black sequined bodysuit topped with a sheer bolero, positively glowing. A gaggle of label execs and a...

Mixtape Daily: Midseason Report
The mixtape is what sets rappers apart from artists in other musical genres. Before gearing up for a major album release, you won't find Lady Gaga or Coldplay dropping a full-length, promotional body of work for their fans to enjoy for free. But this year alone, Lil Wayne, Young Jeezy, Game and Soulja Boy have all served up mixtapes to their loyal fans. This is what makes hip-hop unique and it's also what makes MTV News' Mixtape Daily necessary.
When Weezy, one of rap's biggest superstars, dropped his Sorry 4 the Wait mixtape in July, fanatics flocked to their favorite blog sites to download the cohesive collection of freestyles. The mix was an aptly titled apology to Wayne's faithful following, an...

There has been a lot of online buzz about Kelly Rowland’s third solo album in the last two months, however, her UK fans have not yet had the chance to buy the record.
‘Here I Am’ was released in American on the 22nd of July and reached the number three position in the Billboard 200 singles chart, however it’s UK release has been delayed, because she wants it to coincide with the launch of this year’s X Factor live shows.
The Daily Star reports that the album will now hit the shelves this autumn, so that the former Destiny’s Child singer can perform one of it’s tracks on the show and use the hype surrounding the series to boost sales figures.
A source told the newspaper: “Kelly has it written into her contract that she will perform on one of the live shows.

Days leading to the U.S. release of Kelly Rowland's new solo studio album "Here I Am", music producer Jeff Bhasker stirred controversy by throwing harsh criticism at her single "Motivation". The music maker who has worked with the likes of Kanye West, Jay-z, Alicia Keys and Beyonce Knowles posted the negative review on Twitter.
"How can this kr song with the weakest beat and melody of all time be the #1 song on urban!? Oh yeah. [Lil] Wayne," Jeff began his critical tweets by dragging Weezy to it. As if slamming the music and the featured guest was not enough, he trashed the lyrics as well. "I just listened to Motivation again to see if I was to harsh in my critique. I wasn't. Kelly Rowland has enjoyed commercial success since she left Destiny’s Child but it would be fair to say that she has always been over-shadowed by her former bandmate Beyonce.
