Even when they wear so little, fashion counts for so much.
The 51 contestants in the 2013 Miss USA Competition, airing Sunday, June 16, on NBC, sashay in bikinis and heels. They also wear gowns and a sponsor's outfits in a fashion show within the show.
It is, however, the swimsuit competition that most remember.
There are requirements for the bathing suits, which cannot be see-through and must cover the sides of the breasts when women face the camera, as mandated by the network.
The contest, which leads up to the Miss Universe pageant, does not pretend to be anything other than what it is.
"It is a straight beauty contest," says David Profeta, the Miss Universe Organization costume designer.
Giuliana Rancic hosts the live event at Planet Hollywood Resort & Casino in Las Vegas. Though there is no talent portion, women are asked a question, which, officials say, they are not told ahead of time.

Dresses and bathing suits aside, the single most coveted piece of attire on the Miss USA stage is the crown. The one worn by the current Miss USA, Alyssa Campanella, is valued at $298,000.
It is described as eco-friendly because Diamond Nexus, the jeweler, used 1,436 white simulated diamonds, which are created, not mined. The piece is accented with 296 cultured emeralds and is inspired by an Arabian flower in bloom.
Whenever the reigning Miss USA makes an appearance, she wears the crown.
Surprisingly, David Profeta, the pageant's costume designer, tells Zap2it, "It is not as heavy as you would think. Because it sits on somebody's head, it can't be overly heavy. It is like putting on an expensive, fully beaded gown. When you hold it in your hands, it is one weight. When you put it on, it distributes the weight."

The argument could be made that beauty pageant contestants don't wear all that much besides smiles, heels, bikinis and hair spray.
Though that argument has merit, a tremendous amount of fashion decisions and wardrobe changes go into these contests, as David Profeta, costume designer for the 2012 Miss USA Competition, airing Sunday, June 3, on NBC, explains.
In addition to the 51 women (representing 50 states and Washington, D.C.) bringing custom gowns with them, the pageant includes a portion where they model dresses.
"We are going to do a fashion show, a runway show," Profeta says of this year's theme. "We will take the dresses to the sponsors and add elements to make it more of a fashion show, more of a runway look, venturing out and we will get accessories to embellish the dresses."
Since the event airs live from Planet Hollywood in Las Vegas, precisely what the women will wear was not known at this writing.
