★★☆☆☆ If it wasn't for the fact that 21 and Over (2013) is directed by the writing duo which gave birth to The Hangover franchise, you'd be forgiven for accusing this boozy frathouse comedy of outright plagiarism. Cut from very much the same cloth as Todd Phillips' curiously popular gross-out comedy, 21 and Over takes the 'boys will be boys' mantra down a relatively predictable and, in comparison to its peers, rather timid route. Sipping a can of Busch beer from a brown paper bag in the back of a taxi, our first impression of Miller (Miles Teller) is the perfect set-up to the particular teen comedy's blithe persona.

21 and Over, basically a spin on The Hangover (and yes, it’s from the writers of The Hangover) that mostly travels linearly as opposed to waking up lost, moves into that unique world of film where the target audience is only found on screen. If you didn’t know better, you’d think this was written by High School students as both a testament to their curious predictions, and twisted homage to the B-movies about college life that they are sure must be more documentary than comedy.
There are moments in 21 & Over that work, and there are a few legitimate laughs, but they are few and far between, and the legacy of The Hangover films moves on to younger people who are wasting our time, but having a lot of fun doing it.

Remember The Hangover? That 2009 movie about some guys who have a crazy drunken night and then have to get their friend to a place that he’s supposed to be the next day? Well, if you want to see those same plot elements again, except less funny and a bit raunchier, then 21 And Over is the movie for you.
I hate to start this review by comparing another film written by Jon Lucas and Scott Moore to the drunken Vegas story that is arguably their most loved, but when it comes to 21 And Over, it’s unavoidable. Unfortunately, despite following the same pattern as The Hangover, this coming-of-drinking-age story is heavy on unlikable characters and light on the laughs, and that combination makes for something that’s hard to sit through and even harder to recommend.

Another day; another American Pie influenced teen comedy pillages its way into cinemas. 21 And Over tells the story of Jeff Chang, a student, who goes on the bender to end all benders. And of course the following day he has a huge interview for med school, meaning his bender wasn't the best idea. But thankfully his friends are on hand to drag him to through the experience. From the opening credits, 21 & Over starts to grate on your nerves. From the constant crane and dolly shots, to the soundtrack it gets irritating rather quickly. And the last thing anybody wants with a comedy is to get irritated. Defiant grossout and uncompromising immaturity usually win very high marks from this reviewer, but not when they're allied to an eerie absence of funny lines and funny ideas. This post-teen comedy plays a little like Harold & Kumar, and a little like the depressing American Pie sequels, but with no gags. Miles Teller has the Seann William Scott role of the wisecracking party animal who dragoons his more straitlaced buddy Casey (Skylar Astin) and their mutual friend Jeff Chang (Justin Chon) for an ill-advised night on the town to celebrate Jeff's 21st birthday – and his official drinking age – heedless of the fact that Jeff's crucial med exam is totally the next morning. What could possibly go wrong? The racial stereotype gags about Asians being super-overachievers are frankly tiresome and misjudged, though probably no more tiresome and misjudged than anything else in the movie.

21 & Over is about a wild night that gets wilder and wilder, so it should be no surprise that it’s written and directed by Jon Lucas and Scott Moore, the writers of all three Hangover movies.
This comedy takes the wildness a little younger, telling the story of straight-a college student Jeff Chang (Justin Chong, The Twilight Saga: Breaking Dawn Part 2), who’s used to doing the right thing. Coming from the creative minds of The Hangover writers Jon Lucas and Scott Moore, 21 and Over opens with a lingering shot of two men, casually strolling through the neighbourhood with no clothes on, only a mere sock to protect their dignity. With red marks on their body and scars from the night before – the viewer is aware that they’ve been on an adventure of sorts, as we then enter a flashback of how these two ordinary guys managed to find themselves in such a curious situation. It’s fair to say that writers and co-directors Lucas and Moore have run out of ideas somewhat.

Los Angeles, March 5: Writer-director of forthcoming movie "21 & Over" Jon Lucas says the movie has things he and co-director Scott Moore wanted to do when they turned 21.

It probably shouldn't come as a surprise that the team that delivered the ultra sophomoric Project X would create another stinker in the new movie 21 and Over. It isn't quite the mess that Project X was, and not being a found-footage film, it's more structured and therefore at least slightly better than the mangled mishmash released last year. 21 and Over already had a lot going against it, and to see it cleverly deliver a few laughs was a pleasant surprise, but it still has the same level of immaturity and homophobia as its predecessor, plus an out-of-nowhere romantic ending it doesn't deserve.

What I don't get is why they keep saying calling Chon's character by his full name all the time - "Jeff Chang," as opposed to just Jeff. Yes, It comes off more annoying than anyone. This weekend "21 And Over" will show its possibly fake IDs to young adults across the country. A comedy written and directed by two of the writers of "The Hangover" (naturally), it chronicles a wild night in the lives of a group of young, college-bound kids. The film details the misadventures of Jeff Chang, who has an all-important med school exam on the morning following his 21st birthday. But prodded by his friends looking for an excuse to party, a booze- and babe-filled birthday celebration ensues that manages to put his entire future at risk. This isn't the first movie to take the concept of a wild night and use it as the setting for an entire film. More than a few have come before (including last spring's "Projext X"), but the contained setting has served as inspriation for directors of note including Martin Scorsese, Jim Jarmusch and Richard Linklater (all featured here) and many more.

The word "fun" comes up a lot when talking to Jonathan Keltz, the New York-born, formerly Toronto-based actor, with credits like Disney's Prom and the last few seasons of "Entourage" under his belt, about the new college comedy 21 & Over that has him playing a hot-headed cheer captain and foil to a couple of bros (Miles Teller, Skylar Astin) trying to show their stressed-out friend Jeff Chang (Justin Chon) a good time on his, you guessed it, 21st birthday.

Can't wait for "The Hangover III"? Does "Spring Breakers" even seem too far away? Well, you can get your boozy party on this weekend with "21 And Over," and no drunken escapade is complete without songs to go with it and the upcoming film is ready to pump up the volume. Details on the 12 song strong soundtrack have arrived, and while it might not feature the most heavily rotated names on the pop charts, it makes up for it in pure energy. Bringing the rock 'n roll are Langhorne Slim, the still kicking Dropkick Murphys and anthemic bruisers Gaslight Anthem. Dropping some mad beats are Benny Benassi, 4th Pyramid and T. Mills among others, while The Naked & Famous serve up a remix of their omnipresent "Young Blood." Sounds about right. The soundtrack is availalbe right now through digital outlets, and you can slam back a six pack and find Jeff Chang on March 1st.
