- Kelly was born in Stockton, California and grew up in Oroville, California. On a lark, during his Junior year in high school he participated in the open audition for his school's production of Mousetrap, by Agatha Christie. To his surprise he won a lead part, that of Detective Seargent Trotter. Other High School productions followed, including Pillow Talk, Guys and Dolls, and the Odd Couple.
He graduated from Butte College in 1985 with a degree in Telecommunications (Radio Television Broadcasting). Next in his sights was film school. He attended film school at San Francisco State, and settled in Cal-State Northridge in the San Fernando Valley. There he graduated with a degree in screenwriting as well as taking extension courses at UCLA.
Kelly is an accomplished writer. He has written for radio, television and film.

Born in Stockton and raised in far Northern California, Kelly enjoyed acting and film making (on 1 inch industrial video tape and super 8) in junior and senior high school. He attended Butte College where he received an A.S. in Radio TV Film and then film school first at San Francisco State University, and later transferred to California State University, Northridge in Los Angeles and UCLA where he received his B.A. in screenwriting and directing.
