Bobby Bumps' Pa is napping, but the flies keep landing on his bald head. Various techniques don't work, so he orders in Bobby to flap a towel around him. Bobby grows with this activity soon enough.
Earl Hurd's Bobby Bumps cartoons were not the first movie cartoon series; Bray himself had been directing Heeza Liar cartoons since 1913, and Émile Cohl had directed several cartoons based on the 'Newlyweds' comic strip the same year. So Earl Hurd's series was nothing new in that respect. It was very early, nicely done, if rather mild for modern tastes, and Hurd helped Bray collect a large number of patents that were necessary for anyone who wanted to do movie cartoons. They provided a handsome income for both men through the early 1930s.
