Bobby Bumps and Fido are sharing a stolen cigarette on the front porch. Unused to the effects of nicotine, Bobby hallucinates he is in a Sultan's palace in Turkey, where he must rescue a beautiful damsel from a life in a harem.
The artwork on this cartoon is excellent, due, no doubt, to a carefully made print of the original. It has fully rendered people, and the background work is a lot more ornate than I have seen in a cartoon of this age in a long time.
Nonetheless, I don't rate it highly. the excellence of the drawings serves to emphasize the poverty of the animation, and there is a lot of looping -- repetition of action -- intended almost certainly to compensate for the expense in the basic drawings.
