- The citizens of a tiny Cornish village are tormented during World War II by a headless ghost which is haunting the local tin mine.
- When Dr. Holmes arrives in the small English village of Morgan's Head, locals are suspicious of his claims he is on a walking tour. When reports of an enemy parachutist has been spotted, the doctor is confronted by the local squire and others. Producing proof from inns he has stayed in on his journey doesn't quite convince people of his veracity, but the local constabulary leaves him to go on his way.
The doctor learns about how the town got its name, and how the tin mine that used to support the are has been abandoned because of the legend of a headless ghost haunting the mine. Determined to investigate him,self, the doctor goes in to the mine, followed by a local man. Inside the headless ghost appears and stabs one of the men, who is later identified as the doctor.
When the body is discovered Bart, a local man who has some intelligence challenges, is accused by Lt. Hilton, although local woman Letty is sure Bart is innocent. Bart is locked up in the jail when Letty is awakened that night by Ruby, the inn's server, who tells Letty the villagers have been drinking and plan to take Bart from the jail and punish him. Letty rushes to the jail and takes Bart away, hiding him in the mine. The next day she brings him food and is attacked by the Headless Ghost, who Bart scares off. When he brings Letty back to the inn he is again arrested, but escapes. Later that night he takes Letty back to the mine where they discover a secret entrance to the squire's home, as well as the headless ghost's costume.
Lt. Hilton finds them there but the squire does, too, and shoots Bart, then locks Letty and Hilton in a room full of dynamite. The squire happens to be descended from German aristocracy and is working on behalf of the Germans to make sure the tin mine is not reopened.
Shot, but not killed Bart attacks the squire, as does a masked man who turns out to be the doctor, who traded places with Letty's uncle, the man killed by "the ghost." The squire is killed, the ghost laid to rest and the mine reopens to help England win World War II.
