The title is commercial, but otherwise this Golden Age film with a stellar cast is strictly by the numbers. John Christopher was cranking out films willy-nilly at this point and it shows.
Chief gimmick is to show the heroines in flashbacks as underage versions of their characters. Resulting sex would not likely pass muster nowadays, as the kiddie porn definition has been expanded so that performers must not only be 18 & up but now must portray characters that are (stipulated as) 18 & up.
