My rating is actually 7.5, but since IMDb doesn't allow that to be a rating, I'll instead give it a rating of 8/10, which it certainly doesn't deserve, but hey, I'm a nice guy. (well, actually I'm a jerk, sorta like a less sympathetic and less cool version of Gaara of the Sand, but that's besides the point).
OK, but enough of my attempt to fill up 10 lines. This short consists of two songs, performed by some (let's be honest here) fairly unattractive female singers with good voices. The songs are fairly entertaining, nothing brilliant, but it's fun to hear fluffy "pop" songs from that era (when did the term "pop" start to be used in that context, anyway?). The staging is poor, though the camera angle chosen is quite decent (unlike some other early sound shorts). Still, both songs are dated in a fun, charming way. In fact, the short as a whole is charming, and the singers are pleasant & talented. It's also very short so most shouldn't have trouble with losing interest.
