Barbara Behr (or whatever the real name is) pioneered in bondage films, and TOP SECRET is a representative early title. Genre is still apparently popular, given the thousands of recent videos listed in IMDb facetiously under the "Adventure" genre category.
Vanessa del Rio stars and puts her usual 100% into the role as an undercover agent sent to get a secret file. She has a special transmitter hidden under her fingernail so that her handler (played by the interesting looking Donna Lamancha) can keep tabs on her back at headquarters.
Vanessa is abused by a a mafioso type R.D., an s&m stud Nick (Chris Edwards) and is spelled in the mayhem by a blonde servant (Penny Cash, a magazine fetish model of the period). For the fans it's all about Vanessa's stylish leather boots, an assortment of kinks trotted out ranging from having the gals bound in too-tight outfits or such tame activities as toe-sucking and foot-licking.
The actual whipping is tame on purpose, mainly of the riding crop variety. So this adds up to bondage/domination lite, of historical interest only to see what fetish fans were being subjected to back in the day. Predictable payoff is Vanessa flushing the transmitter down the toilet and giving up on her mission -she loves being a captive. Her only complaint is that they aren't being strict enough with her.
Probably holding minimal interest to a non-bondage fan, the film does display Vanessa doing some of what she does best, and is perhaps to be faulted mainly on its one-note basis. Why Lamancha doesn't get involved in the sex action at all remains a mystery: she's dangled for the viewer in the film's expository opening scenes and then abandoned.
