- Cindy, a 12-year-old tomboy, is devastated when she learns that she hasn't been invited to a neighborhood birthday party. - Cindy and Dennis are playing basketball when the latter mentions Mary's party tomorrow - but Cindy hasn't been invited. Later, she speculates to her mom that she wasn't wanted because people think she only likes sports and wouldn't know how to act at a party. Mom comforts her, saying "Your name is Cindy, not Cinderella", and is sure there was just a mix-up. Cindy goes to sleep and then hears a voice calling her - it's her Fairy Godmother, who has arranged for Cindy to be invited to the party, and will also help Cindy prepare. Waving her wand, FG moves time up to the afternoon of the party, and puts Cindy in a dress. This isn't Cindy's nicest, since the point isn't to show off one's clothes. FG then uses her wand to make a Rule, BE CLEAN AND NEAT, appear in the air and hover there briefly. (As she does this many times, I'm just going to call it conjuring a rule.) She teleports both of them to Mary's door and conjures Rules 2 & 3, ARRIVE ON TIME and LEAVE ON TIME.
Once inside, Cindy finds Dennis and tells him about FG. He's the only other person allowed to see and hear her, since he "needs her help too". FG materializes out of a copy of 'Whistler's Mother" in time to interrupt Dennis as he starts to say that he doesn't like Musical Chairs. She pops the two kids into the game and conjures Rule 4, JOIN IN GAMES. Dennis nearly knocks over a lamp, which FG saves and then gives Dennis Rules 5 & 6, DON'T BE TOO NOISY OR TOO ROUGH and DON'T BREAK THINGS. Cindy gives Dennis a gentle ribbing for losing the game. Although they all know Cindy's just kidding, FG insists on Rule 7, DON'T TEASE OR MAKE FUN OF OTHERS - even close friends. However, Dennis earns praise for following rules 8 & 9, OBEY THE RULES OF THE GAME and BE A GOOD LOSER, and Cindy even gets to take the wand to conjure rule 10, BE A GOOD WINNER. Dennis worries whether they can remember all these rules, so FG adds Rules 11 and 12 that distill the others, BE POLITE and BE CONSIDERATE OF OTHERS. With this, FG is finally willing to lets the kids enjoy the party without her interference.
Later, as the kids have cake, FG reappears, but before she can do anything Cindy guesses Rule 13, REMEMBER YOUR TABLE MANNERS. FG feels useless, so the kids encourage her to conjure this rule anyway. Still, she knows it's time to go, so she reminds them of the LEAVE ON TIME rule and adds Rule 14, THANK THE HOSTESS, then vanishes. Cindy calls to her "Don't go!" and is saying "Don't go" back in her bed as Mom wakes her up. Mom has brought a guest, Mary's sister Nancy, with the party invitation she's forgotten to deliver for the last 3 days. For unexplained reasons, Nancy never says a word, and looks exactly like the Fairy Godmother.
