This episode is both serious and funny, but for different reasons. The episode centers on two stories. In one Officer Judy Hoffs becomes involved with a man whom she later finds out is married, and angry, she calls it off. He becomes upset and uses his position as auditor to upset and embarrass her and he also harasses her. She has no choice but to turn to her boss and confess about her relationship.
The second story revolves around Penhall and Officer Ioki, who takes him in after Penhall is kicked out of his own apartment. The two are assigned to catch a flasher located in the local make-out hangout. The two officers deal with the flasher as well as deal with each other and their growing frustrations of living together.
The episode is one of the episodes that I think has great comedy and at the same time great story. It is great watching Doug and Ioki interact together because in most episodes they almost never get assigned together. And I also like the Judy episodes, and this is one of the better ones from season 3. I highly recommend it.
