I'm guessing that 1992 was a presidential election year in the United States, as this episode spoofs the electoral process and American politics in general.

Al isn't bothered by important social issues but is incensed by the fact that there is going to be a 2¢ beer tax. He decides that, for a change, he and the family will try to make a difference by visiting the polling booths, but realises that the average person never gets what they want: it is the rich and powerful who are always the winners. In protest, Al incites a riot.

Politics. Yawn! This episode is a bit of a bore, and Al Bundy even goes so far as to call the British pansies for drinking tea (which is, as we all know, is one of reasons why Britain is great). On a more positive note, we don't see Seven in this episode, and there's only a few more to go before he is history.
