Arriving for a visit, Kinsey tells the team he's most unlikely to be persuaded, and indeed while SG-1 points out its merits and dangers from events on various planets, Kinsey and his military aid, USAF Lt. - Stargate command is visited by Senator Robert Kinsey, chairman of the Appropriations Committee to review the program and decide on its future. In fact, the Senator seems to have already decided on what he thinks about the Stargate program and its $7 billion project and none of it is good. In fact, he makes it quite plain that he is only there as a courtesy to the President who asked him to keep an open mind until he met the team and visited the facility. In flashbacks, they recall some of their missions and the outcomes though the Senator is particularly adept at viewing all of them with with a negative slant. A decision is reached to shut the program down but SG-1 decides to take matters into its own hands.—garykmcd
- General Hammond summons Jack, Sam, Daniel and Teal'c for a meeting with the prepotent Senator Kinsey to discuss the future of the Stargate program. Kinsey has been advised by Colonel Samuels, who is a great antagonist to the program, and wants to shutdown SGC. - Returning from the alternate reality with information on a possible Goa'uld invasion, Daniel Jackson and the rest of the SG-1 team are faced with a more immediate attack. Senator Kinsey, the powerful chairman of the Senate Appropriations Committee, is determined to cut off the billions being spent on the SGC and, thus, shut down the program. The team and General Hammond review past missions with Kinsey and Air Force officer Lt. Col. Samuels in a desperate attempt to stop the program from being shut down.
