- The new Commandante arrives in the pueblo, and appears to be an honest and just man. Realizing the Commandante is fiercely jealous of his wife, the Magistrado sends a 'Don Juan' to serenade her, but Zorro thwarts his plan.
- The Magistrado orders a soldier named Figueroa to spoil the food of the prisoners in jail so they will cause problems for Capitan Toledano, the new Comandante. Toledano then arrives in Los Angeles with his beautiful wife, Raquel. He appears to be a kind and just man, but very jealous of Raquel, who openly flirts with other men. Raquel acts disgusted with their living quarters in the cuartel, and insists she will take her own room at the inn. Frustrated by this and other embarrassing events, Toledano grows annoyed by the prisoners who are yelling about the spoiled food. Toledano orders Sargeant Garcia to tie them up in the square for everyone to see. Toledano and Raquel join the Magistrado at the tavern. The Magistrado notices that Toledano is upset when Raquel flirts with a man named Lalo Peralta. Zorro then arrives at the tavern to warn Toledano that they will be friends or foes depending on whether the people are treated with fairness or cruelty. Zorro frees the prisoners, and the soldiers chase him. The Magistrado informs Toledano he must capture Zorro or fail as Comandante. Toledano believes he is already failing, but Garcia assures him that the soldiers like him and support him very much. The Magistrado is unhappy about this and plots to discredit Toledano. The Magistrado encourages Peralta to court Raquel so that Toledano will become angry and attack him. Peralta tells Diego he received an invitation to serenade Raquel that night, and realizes it is a trap set by the Magistrado. Zorro arrives to stop Peralta from serenading Raquel, while Bernardo convinces Garcia to serenade her instead. Figuerero brings Toledano to catch Peralta in the act, but they are surprised to find Garcia instead. Toledano thinks it is a funny joke and befriends Garcia. Meanwhile, a jealous Peralta informs the Magistrado that Zorro is present. Peralta and Zorro fight, and he is surrounded by the Magistrado's soldiers. Zorro escapes into the tavern to cause a diversion, then leaps into a wagon of hay. The soldiers notice he is hiding in the hay and set it on fire. Zorro is nearly captured and narrowly escapes. The Magistrado is angry, but Toledano is very impressed by Zorro's skill.
