- After refusing to pay for a collect call, Bart must travel down under to repair US-Australian political relations, but is unprepared for the punishment awaiting him.

- Bart and Lisa are playing a race in the toilet using shampoo and toothpaste. Lisa keeps winning, and explains to Bart that because of the way the toilet flushes counter-clockwise above the equator, she bests him everytime. Lisa explains that only toilets below the equator flush clockwise.
Bart intends to see if this is true, and eventually reaches a rural farmhouse in Australia. Bart disguises his voice, saying he is from the "International Drainage Commission in Springfield." The little boy gives into Bart's wishes, and explains that the toilet is draining clockwise. Bart (unable to fathom Lisa being right), asks the boy to check on his neighbor's toilets...unaware that the little boy lives many miles from anyone. Bart soon becomes distracted when Milhouse comes over saying the bakery downtown blew up, and the entire downtown area smells of cookies, and leaves the phone off the hook to go smell. 6 hours later, the little boy returns to the phone, and Bart hears him. Though Bart claims he's not interested anymore and quickly hangs up.
The father of the boy in Australia soon receives a phone bill for $900, and calls the Simpsons number. Bart messes around on the phone, claiming the man can't do a thing since he's all the way in Australia. A number of collection letters are sent, but Bart just throws them all away.
Eventually, Bart is indicted by Australia for fraud. A member of the US State Department's "Brat and Punk Division" meets with the family, indicating that it's too late to simply pay back the charges, but feels that Bart should go to prison for 5 years as fitting punishment. Marge immediately rejects this, and another idea is floated: Australia will drop the charges if Bart makes a public apology. Homer jumps at the idea: given that it means a free trip to Australia.
Upon arriving in Australia, Bart is shown a sign that says he cannot bring any animals or plants into the country. He quickly discards a frog he smuggled aboard...which soon hops off into the local animal culture. Bart and Homer go to make his apology, while Marge, Lisa, and Maggie go sightseeing.
Bart delivers his apology before parliament, but it is then found that the simple apology isn't enough. The parliament then bring forward a man wearing a giant boot, who intends to kick Bart in the butt with it. Homer and Bart quickly escape, and along the way, pick up the rest of the Simpson family before seeking refuge in the US Embassy.
Marge attempts to intervene in phone negotiations, saying that she knows Bart has done wrong, but intends to punish him in her own way...this is met with the negotiators then being in agreement to not have her touch the phone again. Eventually, the compromise is a booting, but with the President giving Bart a kick with a shoe.
Bart decides to accept the punishment, and goes up to the gates of the Embassy to be booted. However, just as the President takes a kick, Bart jumps away and pulls down his pants, mooning the Australians. This causes the group behind the gates to tear them down, as the Simpson family heads to a waiting helicopter, with the mob close behind.
