Following an earlier job to play astronaut, Joe is now assigned to search for and find a missing nuclear weapon, as a result of a bomber crashing inside the Arctic Circle. Three of the four nuclear devices aboard have been recovered, leaving one believed to be at the bottom of the sea.
Joe receives the brain patterns of a noted explorer and scientist William Kelvin to permit him to perform the difficult underwater mission (having mastered Outer Space, now our young hero is tackling Inner Space).
Complicating matters, Cold War tensions intervene since the crash area is near Vostula, an enemy base. Not specified but clearly representing the USSR, has Joe's vessel spotted via Sonar, puting Joe in jeopardy.
