One day in 1980, Fidel Castro suddenly allowed 100,000 refugees to leave Cuba, from where they would make the obvious hop into Miami, a city nowhere near able to handle them. Thus the 80's became the nightmare decade for the people of Miami, as the sweepings and riff-raff of Cuba's jails quickly swelled the local criminal fraternity. Under extreme pressure to expand the police force, the city government had to accept almost any volunteers they could get, including many from the recent unwelcome influx, who were by no means unacquainted with the world of drugs and those who trafficked them.
When three bodies are found drowned in the Miami River, reported to have been thrown overboard from a drug-running vessel by police, investigators receive insider-tips that these police were actually impostors in uniform. Experienced detectives, however, by now being helped by the FBI, feel doubtful about these tipsters, and suspect that the cops were real.
The hunt for the killers takes many frustrating turns, as we realise that the line between lawmaking and lawbreaking may be blurred indeed in this city of shady nightclub owners, friendly with both sides, whose careers are built on compromise and corruption. But it just shows - the day you allow uncontrolled immigration, it is you who will soon be under the control of the worst elements.
