A young girl called Els has lost her way home and enters a magical windmill in the middle of the city to ask directions. There she finds Herman van Veen stuck in a painting of the Sahara desert. After she shows him the way out of the painting, he introduces her to his wife and the remaining 8 inhabitants of the windmill. Together they begin a race against the clock to get Els home in time for dinner.

The minister for music has put a ban on performing music in public. When Herman notices a young girl practicing her violin in a window, he rushes home to get his own instrument and join in. Soon there is a gathering of amateur and professional musicians in the street. A secret agent codenamed 008 informs the minister, who decides to employ the dreaded Anti-music rocket.

Herman answers a call for help from a fair maiden stuck in a castle on a rock in a painting on the wall in his windmill. After defeating a knight in shining armor with his kitchen knife, Herman is followed back home by a little white ghost who is depressed because everyone's afraid of him.

Herman is knocked down on the street by a little boy on a bike that is made up to look like a Harley Davidson. The ten year old rock and roller follows Herman home to challenge him to duel. The two of them face each other in a game of ping-pong, a race and end up playing music together until the boy is called home for diner by his imposing mother.
