The film is broken down into 7 sections.
The film opens in New Britain, Connecticut. Most of it takes place in and around the surrounding cities unless otherwise stated.
Section #1 - 1992. As the story begins, fresh out of high school, Chris picks up a video camera and periodically starts to document his life, as well as that of his friends. The footage he records - creates a video diary. The viewer is introduced to some of Chris' friends who include Jeff, Art, Jeff B., and Jake. As the camera records - life seems to be all about fun, games, working menial jobs, vandalism, and girls.
Section #2 - 1993. Addictions such as gambling move in. Tensions are heightened right away when Jake engages in a fight, with a neighborhood tough named 'Kooz,' over an unpaid debt. After this, we meet more of the people who make up Chris' world during that year: Mike P, Rich, and A. Brzoska. The most bizarre and disturbing imagery of the film occurs here as during the summer, a cop roughs up a local teenager, which sends shock waves through the community - resulting in a riot. There are many sights and sounds (from the riot) that are recorded. An ice cream bar customer lends his thoughts on why the riot occurred - which range from the logical to a rather strange 'biblical' interpretation.
Section #3 - 1994. Life starts to change for everyone - on a bad note, Chris, Jeff, and Art end up getting arrested one night after partaking in some tomfoolery. The incident causes Chris to reflect on bettering himself and he starts to focus on what matters - film school. But things don't go according to plan - in life they rarely do - and sadly, Chris cannot afford film school. Jeff and the others lose themselves in various interests.
Section #4 - 1995. As this year's footage begins - word on the streets is that a guy named Andy date-raped a friend of theirs. So, Chris brings the camera out on a night when Ken and Jeff decide to dish out some of their own justice. The camera ends up capturing a savage beating as Andy is dealt some 'payback' by an angry Ken and Jeff. More of the inner workings of the ice cream bar are brought to light, when Jeff hangs out at the ice cream bar one night with Ken and Mike P. An altercation breaks out after Jeff has words with a customer over 'staring.' Ken has to try and settle down an enraged Jeff.
Section #5 - 1996. The shortest section in the film shows Chris, no longer working at the ice cream bar, working at a video store. New characters abound and visual evidence is shown to back up the claim that the ice cream bar has changed - a different element has moved in - drugs.
Section #6 - 1997. Good ol' 'Kooz' is back and this time he gets into an impromptu street fight with Andy. Of course it's all over another unpaid gambling debt. The end result - Kooz gets 90 days in jail. Things return to 'normal' as Chris is back at the ice cream place. Things get cleared up with Andy and a few things make this year different: a strange music video, a New Jersey road trip, new girls, and a security guard with a taste for the bizarre (his stories contain debauchery that will make anyone shake their head).
Section #7 - 1998. The new guy on the block (and at the ice cream bar) Randy, talks with Jeff about needing some fast cash whilst the 2 drink liquor and do 'whip-its.' Other new faces added to the bunch include - Dave, Danny, and Jay. Chris uses his camera the most this year, as his footage captures a lot, in the longest section of the film. Dave has trouble with a girl, Barbara, while Chris is trying to put together a 'fake' documentary on vandals and what motivates them. This project ends up not working so Chris decides reality is better and films Dave and company doing fake interviews with people. Later on in the year, Chris and Dave head for a party and discuss the many people and situations that will be present there. A week later, the two friends are back on the streets discussing the aftermath of the party - certain liaisons with girls. In the end, Dave sums up the whole film and says - 'we had fun, you know we did.' And with that, the film ends.
