Mikaela has been named one of the thirty under thirty women of Los Angeles by a rose wine company, her being named such for her efforts, on behalf of the city, in flattening the curve on the numbers of homeless in the city. Her beaming in the spotlight of winning an award is dampened when she discovers that the numbers have been cooked and that homelessness in Los Angeles is as bad if not worse than it's ever been. This issue brings her back into the fold of the goings-on at City Hall where the rest of the long time staff are feeling the cold shoulder in Neil seemingly having a new favored child in the I-Team. In learning how that long time staff is feeling, Neil decides to show some favor in their direction. When that effort bombs, Neil turns to his real child, Orly, for advice, he following her suggestion which may make for an emotionally painful day for him as proverbial dad to a organization full of children who want their voices heard.
