It's very clear that the president's nationwide allocation of emergency funds and resources is insufficient.

  News Reporter : And, believe it or not folks, the Silhouette is back. Vigilante violence on the streets of downtown Los Angeles continues as another report emerged today of a violent attack on gang members. Two kilos of heroin were confiscated by police as they arrived at the crime scene today. The vigilante has been labeled "The Silhouette" by local tabloids. The Silhouette is described as a female, dressed in black, and on her own. All of this sounds a little hard to believe, doesn't it folks.
