Emma and Violet respond to a 'person down' call. Upon their arrival on scene they violate the first rule of EMS (EMTs &/or Paramedics) response..."Is the scene safe?" This means it's safe to go and render aid to the patient; no active shooter, no hazardous materials or toxic fumes, no bombs, etc.
Next, they should have immediately removed the patient and themselves from the pepper spray area. They should have taken her outside to the fresh air away from the toxic fumes. Patients who can be moved are moved to safety away from the fumes. EMTs and Paramedics do not risk their health or lives by rendering aid in an unsafe situation.
