CompStat was developed by NYPD Commissioner Jack Maple. It was a tool used by the newly-appointed unorthodox police commissioner to turn-around the Nation's Capital, in the crime procedural The District (2000) (Maple was a producer in said series). Compstat is short for Comparative [Crime] Statistics, and it is a peer-reviewed process used to illustrate emerging trends and ongoing patterns with respect to criminal behavior, also known as predictive policing through the use of hard data, and draw out solutions which would correct said trends.
