It just never really made sense because unless you're seeing penetration, it's an R rated movie. To me to this day, it still stands as an R rated movie like 'Tie Me Up, Tie Me Down' was one of the first NC-17's and 'Henry and June'. I see any penetration in those movies , If I'm seeing some people miming sex, being on top of each other, boobs flying, asses in the air, whatever, even if you're seeing shots of genitalia as long as there's no penetration, that to me is an R-rated movie.
