Peter Sagal is one of those guys, like Alex Trebek, who presents himself as an intellectual, to a fairly pompous extent. But, like Trebek, others are writing for him, and he's reading their script.
Sagal provides "additional material," but that's about it. Plus, Sagal actually got PBS to build him a custom Harley, with a custom paint job and everything, so he could "travel America" to do the series. Predictably, the Harley almost only appears in B-roll shots, without Segal shown riding it to any of the show's locations.
Yeah, Sagal has chutzpah in getting PBS to buy him a sweet ride, but his show is kind of sleepy, mainly a series of interviews and cutesy animations. You could pretty much read Wikipedia, or some other reference about The Constitution, for the four hours and learn more.
