Having just received an unexpected gift from him in the mail, Rossi heads to Los Angeles to check up on his Vietnam War vet friend Harrison Scott, about who he is worried. Meanwhile, the rest of the team heads to Cleveland, Ohio, where four murders in the span of ninety minutes occurred. The first two victims were gang members shot in a park, the third another gang member who was at the first shooting but who the unsub tracked down later at a gas station a mile away, and the fourth victim someone waiting at a bus stop half mile away. That fourth victim is later identified as a mugger, leading the team to believe that the unsub may be exacting some form of vigilante justice. That witnesses refuse to cooperate strengthens this assumption, in that the unsub is doing a valuable public service. The unsub is described as a middle aged white male in crumpled clothing, and smelling like alcohol. The team is quickly able to identify the unsub and learn his story, and as such they believe his first kills were opportunistic, but that he is now on a mission based killing spree. They just have to determine what his exact mission is.
