When Will arrives at the hospital with the gunshot victim the nurse in the emergency room tells him they don't treat gunshot victims. If this hospital accepts any federal money like Medicare or Medicaid (very likely if it is on the South Side of Chicago) then it is against the law for them to refuse treatment in a case like this.

At the very least the victim should have been evaluated and had vitals taken. Based on what the viewers could see his injuries were life threatening and the hospital would have been in serious trouble if they would have not accepted him.
