- It's celebration time as Diggle and Lyla get married. However, Deadshot interrupts their honeymoon and tells them the Suicide Squad has been given a new mission - rescue United States Senator Joseph Cray from a hostage situation in the Republic of Kasnia. Amanda Waller breaks down the mission and introduces them to the newest member of the Suicide Squad, Cupid. Meanwhile, Oliver learns about Ray's new Atom costume and the two have a heated stand-off. Felicity and Ray hit a rough patch.—Declan Rosenstock
- The episode opens at Digs' wedding. Their minister is called away last-minute for military service, so Palmer ends up performing the ceremony. During the reception the gang gets a media notice that the Arrow is being accused of multiple murders.
The plan at Team Arrow HQ is to stakeout possible targets for Ra's and his gang, who seem to be going after bad guys. In a press conference Palmer pledges to use his resources to help make sure the Arrow is brought into custody.
Queen convinces Digs and Lyla to go on their honeymoon, but they find Deadshot waiting for them in their limo. He's there on behalf of Waller, who has a new mission for them. A terrorist attack took place in a country called Kasnia. A U.S. Senator named Craig was there helping to open a hospital and has been taken hostage along with dozens of locals. Digs agree to go with Lyla.
Roy figures out the next likely attack spot for the fake Arrow.
In Kasnia the subject of family is raised. Deadshot is convinced that things like love and children are a hindrance in their line of work. This leads to a flashback of Deadshot's life. We see him returning from war after a long tour. He's happy to see his wife but his young daughter doesn't recognize him.
Arrow takes out several members of the League, but Maseo then shows up and tells him not to fight against Ra's and his decision. While out in his suit for the first time Palmer uses his x-ray vision and facial recognition software to see that the Arrow is Queen. He sees him surrounded by several bodies and assumes Arrow did the murders.
An angry Palmer confronts Felicity about Queen being Arrow. He doesn't believe her when she says he's being framed and is upset that Felicity never told her about her role with Team Arrow.
Back in Deadshot's flashback we see him struggling to assimilate into regular society. He doesn't eat, can't keep a job and is violent with his wife. When he pulls out a gun she calls 911.
Palmer tries to bring his Queen/Arrow information to the police, but runs into a roadblock in the form of Laurel. He thinks he has no choice but to seek out justice himself.
Digs and his team are able to penetrate the room in the hospital where the hostages are being held. But when they take out several of the terrorists and attempt to bring Craig to freedom, he pulls out his gun and opens fire on his rescuers. Deadshot is hit in the shoulder and they're forced to flee to a nearby room for safety. While Digs patches up Deadshot Craig comes through their radio and explains he orchestrated the attack via hired mercenaries in order to gain political popularity and run for president. Since his hostages are now witnesses, everybody will have to die.
Palmer pays Arrow a visit. He emphasizes that he doesn't believe his (or Felicity) story about being set-up.
Lyla sees that explosives are being planted around the hospital. Craig will be the lone survivor, meaning they're all likely to die. Lyla and Digs questions their decision to undertake this mission together, since they have a daughter. Deadshot doesn't share their sense of doom, vowing to help get them out.
In the Deadshot flashback we see that Deadshot was approached about working for the Suicide Squad while in jail following the incident with his wife. He's told that his wife has a restraining order against him. He agrees to work for them, and we see his first target is Digs' brother.
Palmer fakes a 911 call in order to meet with Queen as the Arrow. Wearing the suit Palmer is able to quickly neutralize Roy, but the Arrow has enough tricks up his sleeve so that he can short-circuit the suit. He helps Palmer to his feet and demands that he trust Felicity.
At the hospital the team makes a move on Senator Craig. He is able to disarm them by threatening to blow the building, but this is part of the plan as Deadshot begins to fire and starts taking out mercenaries. As they flee with the hostages Deadshot tells them he's going to sacrifice himself so they can get out alive and get back to their daughter. He looks at a photo of his family before the hospital explodes.
Palmer apologizes to Felicity for not trusting her.
Digs tells Lyla he wants to leave Team Arrow. She responds that she's already resigned herself, saying she wants to be proud of her work.
We learn the mayor has cleared the Arrow's name. Digs and Queen toast Deadshot and agree they need to find the fake Arrow.
During a meeting with Laurel, Felicity, Palmer and Lance, the Mayor is hit with an arrow in her chest. The episode ends with Maseo drawing back his bow with Felicity in his sights.
