Before it could be written into law, Nixon's administration spent tens of millions of dollars giving more than 8,500 Americans participants a universal basic income in an experiment to see the viability of the program. Nixon was ultimately dissuaded from executing a nationwide program after learning of a program in 19th century England. It was an economic relief program called the Speenhamland system that was criticized for encouraging idleness in the poor.
