Pure cheese
You don't need your brain for this one folks, just sit back and be mildly entertained by the bad fight choreography, worse dialogue and what probably were decent special effects at the time.

For the critics, or the taxman; not for the audience
I suppose you could make the argument that it was a deconstruction of modern film media combining a critique of recent elements of modern culture.
The fact I'm having to reach for the "haute couture" technical jargon to be able to praise it should tell you everything you need to know.
The acting is wooden, the pacing is glacial, it almost meanders into the territory of being a parody movie, except it merely highlights cliches and makes references to other movies without actually parodying them; the political messaging is quite blatant and barely connected to the narrative - to be fair, there is hardly any narrative for it to connect to anyway.
This is not a movie for the public to enjoy. This movie was either meant for film critics to pick over to show how smart they are, or else was just purely a tax dodge.
