Every year since its creation in 1956, the Academy of Motion Picture Arts and Sciences (AMPAS) invites the film industries of various countries to submit their best film for the Academy Award for Best International Feature Film. The category was previously called the Best Foreign Language Film, but this was changed in April 2019 to Best International Feature Film, after the Academy deemed the word “Foreign” to be outdated.
The award is presented annually by the Academy to a feature-length motion picture produced outside the United States that contains primarily non-English dialogue. For the 96th Academy Awards, the submitted motion pictures must be first released theatrically in their respective countries between December 1, 2022, and October 31, 2023. The deadline for submissions to the Academy was October 2, 2023, and 92 countries submitted a film. The 15-film shortlist will be announced on December 21, 2023, followed by the official nominations on January 23, 2024.

Predicting the eventual five Oscar nominees for Best International Feature is made difficult by the three-step process that begins after the October 2, 2023 deadline for countries to submit entries. To be part of the selection process for this category, which was called Best Foreign Language Film before 2020, requires a great deal of dedication. In the days following the deadline for submissions, the academy determines each film’s eligibility. The Oscars Best International Feature Film race landed two major frontrunners on the same day on Thursday, with the United Kingdom submitting Jonathan Glazer’s chilling World War II drama “The Zone of Interest” and France following with Tran Anh Hung’s rapturous “The Taste of Things” in the one-film-per-country competition.

The 57th Karlovy Vary International Film Festival (June 30 – July 8) came to a close this evening with an awards ceremony that bestowed two key prizes to contemporary Bulgarian drama Blaga’s Lessons (Urotcite Na Blaga) by director Stephan Komandarev.
The third film in the director’s trilogy about his country’s social ills focuses on an old woman duped by a telephone scam.
Also among winners on the night were Vincent Perez’s The Edge of the Blade (Une Affaire D’honneur), which took home the audience award, and filmmaker Babak Jalali, who took home the best director prize for the film Fremont.
There were two prizes on the night for Ernst De Geer’s The Hypnosis (Hypnosen) while the top industry award of 90,000 euros went to Czech film I’m Not Everything I Want to Be, which is currently in post.

Bulgarian crime story “Blaga’s Lessons” by Stephan Komandarev scored the top prize and $25,000 at the 57th Karlovy Vary Film Festival on Saturday, capping a week of celebrating art film, stars and bold global work.
Calling his film a tribute to his parents’ generation, many of whom have become victims of the rough transition to capitalism, Komandarev accepted his Crystal Globe from actor Robin Wright and fest president Jiri Bartoska.
Wright, on winning the fest president’s prize moments earlier, said festgoers in the Czech spa town have shown a love for experiencing cinemas onscreen, urging them to keep up that passion as streaming platforms erode cinema audiences that have still not fully rebounded from pandemic days. “I thank all of you for supporting cinema. Let’s bring it back – Covid put a bit of downer on that.”

There is an old joke about a pious man stranded on a desert island. As he prays for divine deliverance, a ship arrives, but he sends it away, saying, “God will save me.” Ditto a helicopter and eventually a seaplane. The man dies, to his surprise, and when he gets to heaven, asks God why he did not save him. God replies, “Look, man, I sent a ship, a helicopter and a seaplane…” If the moral of this old chestnut were hewn from the craggy quarries of a benighted Georgian mining village, and carved in strikingly gorgeous black-and-white cinematography, it might look a little like “Citizen Saint,” Tinatin Kajrishvili’s somber, scabrous third film, in which a rural community refuses to accept a God who moves in anything but the most mysterious ways.

Karlovy Vary Film Festival’s main competition section is about to witness a miracle thanks to Tinatin Kajrishvili’s third feature “Citizen Saint,” about small-town miners suddenly discovering that their protector has literally come down from the cross and into their lives.
Kajrishvili, already known to festival audiences thanks to Berlinale titles “Brides” and “Horizon,” wasn’t trying to make a religious film, she states. She was more interested in the power of hope and the lengths most people will go in order to preserve it.
“Georgians are very religious and one day, a guy appeared in my neighborhood, calling himself ‘Saint Nicolas.’ His followers found him an apartment, and they would just stand in front of his house, praying. Whenever he would open a window, or throw a tomato at them, they would just pick it up and consider it as a blessing,” recounts the director, who co-wrote the script with Basa Janikashvili.

Funding for the next edition of Biennale College Cinema, Venice Film Festival’s emerging filmmakers’ training and production initiative, will be hiked from €150,000 to €200,000 per project.
The increase comes off the back of a three-year sponsorship deal with French media giant Vivendi that was announced in July. “Vivendi will join us as our partner,” said Venice festival artistic director Alberto Barbera. “We believe this will have a significant impact on our projects in coming years.”

For three small nations tucked away in a far corner of Northeastern Europe, wedged between the sprawling tundra of Scandinavia to the north and the lumbering bear of Russia in the east, Estonia, Latvia and Lithuania have long realized their strength in numbers: In 1989, amid mass protests calling for independence from the Soviet Union, up to two million people joined hands in a human chain stretching from Tallinn to Vilnius. Ace producers has unveiled the 18 producers who have been selected to participate in 29th edition of its Ace Session training programme and join the Ace Network.
A total of 15 territories are represented in the selection, comprising Belgium, Czech Republic, Canada, Denmark, Finland, France, Germany, Luxembourg, the Netherlands, Slovenia, Spain, Sweden and the UK, as well as, for the first time, Georgia and Lithuania.

The 10 titles include Balkan projects, as well as several from further afield, such as Alamork Davidian’s Fig Tree, which recently won an award at Jerusalem Film Festival’s Pitch Point competition, and Reem Saleh’s Lebanon-Egypt doc What Comes Around.
The projects will be presented to around 40 industry delegates, and a jury consisting of Paolo Bertolin (Venice Film Festival), Paz Lazaro (Berlin International Film Festival), Hedi Zardi (LuxBox), Petra Gobel (The Post Republic) and Serkan Yildirim (Trt) will award three prizes: the Post Republic Award (€50,000 in kind), the CineLink Restart Award (€20,000 in kind), and the Turkish National Radio Television Award (€30,000 in cash).

Exclusive: Film and Music Entertainment (F&Me) have pacted with Tbilisi-based 20 Steps Productions and The Caucasian Film Service on a three-picture deal to be shot in 2015/16.
The arrangement follows the three companies’ partnership shooting and co-producing in Georgia on Pawel Pawlikowski scripted Lost in Karastan, starring Matthew Macfadyen, and Venice opener The President, directed by Mohsen Makhmalbaf.
First up to start later this year is How to Sell a War, scripted by Tim Price and director Rudolph Herzog. Producers are Sam Taylor, Mike Downey and Vladimer Katcharava.
Development of the project is being co-financed with Creative England. Following an initial recce to the Caucasus earlier in the year, a first draft is due soon after this year’s Cannes market.

The Cairo International Film Festival ended its 36th year with a glitzy ceremony [pictured] below the ancient pyramids on Tuesday.
In an attempt to move forward from previous years when films were overshadowed by protests, or when the festival was altogether cancelled in both 2011 and 2013 due to political upheaval, the Minister of Culture, Gaber Asfour announced “this festival is a fresh new start.”

The festival’s 25th edition will feature a contribution from Ai Weiwei and competition titles including Whiplash, Nightcrawler and Foxcatcher.

Some 24 film producers from across Europe took part in Efp’s networking platform Producers on the Move.
Carefully selected by the European Film Promotion’s member organisations, 24 film producers took part in this year’s Producers on the Move at Cannes (May 17-19).
Now in its 15th year, Efp’s networking platform spotlights emerging European producers and includes working sessions and various opportunities for discussions on future projects.

Based on their outstanding careers forged on international co-productions, 24 up-and-coming players in the European film industry have been selected to take part in European Film Promotion's (Efp) networking platform Producers on the Move. Now in its 15th year, Efp spotlights emerging European producers at the Cannes Film Festival from May 17-19 and helps them embark on successful cooperation with their similarly ambitious Producers on the Move colleagues from all over Europe.
The programas been financially supported by the Media Program (2007-2013) of the European Union and the participating Efp member organizations who each made a careful selection of their national participants according to specific criteria.
The schedule of Producers on the Move includes working sessions, one-to-one speed-dating meetings and various opportunities to exchange knowledge and follow up discussions on future projects. In addition, Efp will be teaming up with the European cultural channel Arte and the pan-European co-production fund Eurimages for Producers on the Move. For the first time, Eurimages has prepared a case study exclusively for Efp's program to be discussed under the direction of Eurimages Executive Director Roberto Olla.
He points out the importance of programs such as Producers on the Move:
“This is the 4th consecutive year that Eurimages is involved with this initiative which perfectly marries our objectives of encouraging co-operation between producers so as to stimulate cinematographic co-productions and of promoting their international distribution. Further to the success of the collaboration at the Cannes Festival, the Eurimages Fund has strengthened its partnership with European Film Promotion through other initiatives which also seek to unite professionals from the European film industry in order to participate in its development on an international level.”
Looking back at previous editions, Efp's programme results each year in several new trans-national co-productions and gives the producers a higher profile in Cannes. For 2013, almost all of the participants are still in contact with one another and 17 co-productions are in development.
One recent success story is the coming-of-age feature The Word, directed by Anna Kazejak and co-produced by two Producers on the Move from 2011, Lukasz Dzieciol(Opus Film, Poland) and Jesper Morthorst (Sf Film Production, Denmark). The film was released in Poland in March after its premiere at the Berlinale in the Generation sidebar.
Currently in post is Dirk Ohm - The Illusionist That Disappeared, directed by Bobbie Peers. The producer Maria Ekerhovd (Mer Film As, Norway), joined forces for this film with her Producers on the Move colleague from 2011, Gian-Piero Ringel (Neue Road Movies, Germany) and the 2010 Producers on the Move, Lizette Jonjic (Migma Film, Sweden). Norway has scheduled the release for September 2014. Ekerhovd and Ringel also worked together for two further projects: Every Thing Will Be Fine by Wim Wenders and the six episodes for Cathedrals of Culture which have been presented at this year’s Berlinale.

On the outskirts of Tbilisi there is a enormous prison. It hovers over those who come to visit and the first images of Tinatin Kajrishvili‘s Brides are of this approach. Women stand on below, looking up at this aging monolith while they wait to be allowed inside. It is an eternal sight that echoes the women of Aci Trezza watching the sea for the return of their sons and husbands in the Neorealist classic La Terra Trema, though here cinematographer Goga Devadiani uses a more intimate framing. Grandeur can be found in the building itself, an imposition of state power. Its walls are so oppressive and its hallways so drab that a viewer unfamiliar with the nation of Georgia might mistake much of this film to be a Soviet-era period piece rather than a contemporary narrative. We brought you news on Tribeca's Opening Nighter a few days back. Now the Manhattan fest has announced the first half of their main lineup with all the films in the World Narrative Competition, the Documentary Competition, and the out-of-competition Viewpoints section. The films are a diverse selection from all points on the globe including David Mackenzie's UK prison drama and Tiff hit Starred Up, Talya Lavie's Israeli dark comedy Zero Motivation, Frédéric Tcheng's French fashion doc Dior and I, and the this year's Golden Bear winner at Berlin, Diao Yinan's Chinese murder mystery Black Coal, Thin Ice . The 13th Tribeca Film Festival has announced half its slate for next month’s New York celebration, which runs April 16-27. Culled from more than 6,000 submissions, Tribeca 2014 includes 55 world premieres, 37 first-time filmmakers, and 22 female directors. “Variously inspired by individual interests and experience and driven by an intense sensibility of style, the array of new filmmaking voices in this year’s competition is especially impressive and I think memorable,” said Frederic Boyer, Tribeca’s artistic director. “The range of American subcultures and international genres represented here are both eclectic and wide reaching.”

Tribeca Film Festival top brass have announced (4) the World Narrative and Documentary Competition film selections and Viewpoints titles, comprising 47 of the 89 features that will screen at the festival over April 16-27.
The World Narrative Feature Competition will open with the world premiere of Lou Howe’s Gabriel starring Rory Culkin, while the corresponding documentary category kicks off with the world premiere of Frédéric Tcheng’s Dior And I (pictured).
Viewpoints opens with the world premiere of Onur Tukel’s Summer Of Blood and the section includes the North American premiere of Diao Yinan’s Berlin Golden Bear winner Black Coal, Thin Ice as well as the Us premiere of David Mackenzie’s Starred Up.
All three sections will commence on April 17. As previously announced, the 2014 Tribeca Film Festival will open with documentary Time Is Illmatic a day earlier.

A few hours ago over at the Berlin Film Festival, the jury began giving out their annual awards for the fest. All of the prizes have now been given out, so I wanted to point them out to you all quickly. The top prize of the Golden Bear is the beg one of course, but sometimes the Silver Bear winners can be even more interesting. Especially if you already have an eye towards next year’s Oscar hopefuls, that’s certainly the case here. While the Chinese film noir Black Coal, Thin Ice won the Golden Bear, taking the Silver Bear Grand Jury Prix was Wes Anderson’s much anticipated The Grand Budapest Hotel. The other really notable prize was the Silver Bear for Best Director (basically their Best Director prize and arguably the second biggest award at the fest), which went to Richard Linklater for his ambitious work on the passion project Boyhood.

Ethiopian film Difret, directed by Zeresenay Berhane Mehari, has won the best fiction film prize in the 16th Panorama Audience Awards, in which Swiss feature The Circle (Der Kreis), Stefan Haupt, has also been named best documentary.
Voted for by the public, the award is presented by the Berlinale’s Panorama section in collaboration with radioeins of Berlin-Brandenburg’s public radio and television station rbb, and tip Berlin, Berlin’s city magazine.
The official award ceremony will be held on Berlinale Kinotag - a day of screenings for the public - on Sunday (Feb 16).

The odds of having your short film included in this year’s Sundance Film Festival are .008 percent. Out of the 66 short film line-up (selected among 8,161 submissions) we find actress Rose McGowan move behind the camera for her directing debut (Dawn), we have Ain’t Them Bodies Saints producer Toby Halbrooks shovel out Dig (see pic above) and Todd Rohal (The Guatemalan Handshake) returns to the fest in between features with Rat Pack Rat. Filmmaker Magazine New Faces of Independent Film director Dean Fleischer-Camp rolls up his shirt sleeves with Catherine, Matthew Lessner returns to Park City with the helping hand Chapel Perilous while The Strange Ones (’11 accepted short) co-helmer Christopher Radcliff won’t be making a dissappearing act with Jonathan’s Chest. Finally docu feature-film helmer Lucy Walker moves into The Lion’s Mouth Opens. I’ll of course be covering several of these – look out for our coverage.
