***SPOILERS*** Much better then you would expect direct to video & cable TV movie that has to do with a series of sex related murders in the streets of L.A that has the LAPD completely baffled. It's LA police detectives Danny Gates and Michael Decker,Drew Fuller & Richard Burgi,who get involved in finding the elusive killer who from witness descriptions seem to be a man of the cloth or someone impersonating one. We also see the conflict between the two policemen in that Decker feels that his partner Gates is a bit too nice in doing his job by not being aggressive enough like pulling the trigger on a hood, during a hostage crisis, like he would have done. There's also the fact that Danny's brother Jack, Ivan Sergie, a two time loser now out on parole who's a prime suspect in the murders is being protected by him despite the fact that his fingerprints are all over the crime scenes.

We get a slew of suspects in who's committing these murders mostly of hookers that never seem to pan out until Jack high on heroin and booze goes psycho and kidnaps Decker's 17 year old daughter Kelly, Anne Winters, planing when he sobers up to both rape and murder her just to get even with her dad who had him arrested and put behind bars for three years for drug trafficking. Trapped under a L.A underpass to the freeway Tom refusing to give himself up and with a gun to Kelly's head is blown away by his very reluctant brother Danny during a police stand-off. Then with the film not ending but continuing it becomes evident that the L.A serial killer is still on the lose and more victims are to to be added to his body count.

****SPOILERS**** The shocking ending in the movie is in more ways more disturbing then the murders themselves. The clues were all there throughout the film to who the killer is but were totally overlooked by the police who seemed to focus in the wrong directions. Like ex-cons on parole like the late Tom Gates and men of the cloth as well as even eye witnesses to the murders themselves. In the final few minutes the killer finally comes out of the shadows and reveals himself and his mode of operation which turned out to be the best cover for his crimes.
