. . . its victims must possess "low intelligence" or weak minds, according to THE EYES HAVE IT. Only people with totally addled brains and dumb animals such as Pluto here can be bamboozled into a "hypnotic state," EYES asserts. The first recorded Real Life act of "hypnotism" was perpetrated by "Doctor" Charlatan Quack of Mesmer, France in 1843. Since then many other self-styled psychiatrists, psychologists and just plain shrinks have committed acts of messing with deluded minds, and often gotten off Scot Free, as does Don Duck in THE EYES HAVE IT. Often these mental delinquents chant juvenile ditties to their marks, which is known as "shrink-rapping." Fortunately for viewers, the tone deaf Don spares us that.
