Tony Vanowen (Cam Gigandet) and Juan (Joe Chacon) are American DEA agents working in Tijuana. During a warehouse raid they failed to find any drugs and Juan gets shot by Zico (Rafael Cabrera) because he didn't want to go back to prison. They discover that the real identity of the boss is a man named Polat (Peter Nikkos) who is wanted all over the world. Polat offers to turn in his boss and the whole operation for a deal. Tony is going to escort Polat to the American border to work out details with his lawyer and hand him over to the FBI. Meanwhile there is an elderly retired man living on a boat. Nick (Tom Berenger) is visited on his boat by LaRusso (Jeff Fahey) of the NSA. LaRusso has 3 "black warrants" or kill contracts for Nick. Nick comes out of retirement to kill the guy Vanowen has in custody and his crime bosses.
The plot has a slight twist. Helena Haro provides the eye candy. Not a bad action film. Ends with everybody eating together like F&F.
