Unbelievable and very poorly written

Warning: Spoilers
It's not the first time I notice Netflix and a majority of modern cinema production literally brainwashing people.

But this a whole another level of a horrendously unbelievable, bad script and bad storytelling.

How does an obviously deviant and disturbed psychiatrist get a legal permission to conduct a research involving a huge private apartment, a huge pile of computer gear and monitors, setting up a dozen of CCTV cameras in someone's apartment, with a half-a-dozen people working in shifts for 24-hour surveillance of a parolee, even using city CCTV in real time, anywhere he goes? All with a police inspector's assistance?

On the grounds of him being a suspected psychopath, who might harm someone else, after murdering his parents, so he should be closely monitored and spied on? Just how stupid is that?

Not to mention a mother of two, also a psychiatrist, doing an illegal clinical drug study on her children, with her husband as an accomplice?!

Oh, and how 'bout a disturbed psychiatrist-researcher who manages to legally adopt the minor killer's sister?!

It's hard to believe this mental diarrhea even got a budget.
