The Pink Panther looks pleased as he exits his workshop, putting the finishing touches on his put-put motor scooter, which looks almost like a motorcycle but a lot cheaper, more like a motorized bicycle. Anyway, he starts it up and winds up going backwards. That ride includes running over a billboard in which a cop was hiding.
The rest of the cartoon is more of the same: showing the Panther unable to ride this bike, and several more he constructs after the first is demolished, and the poor motorcycle cop who seems to be the victim of the Panther's mechanical ineptitude building motorbikes. The third bike - made from a radiator - is by far the funniest and it leads to a good ending, too.
Overall, it's mildly amusing and elevated by the last two gags.
