Paramount's Famous Studios took over their animated releases after Fleischer's arrangement with them was ended and one of the things they continued was the sing-along cartoons. Under Famous Studios the cartoons were definitely hit or miss (mostly miss, sad to say).
Animation involving the state of Florida is designed to lead into a sing-along of the song, "Tallahassee". The gags are mostly trite and very predictable, though there are a couple of gags revolving around a playful rivalry between Florida and California which are cute.
The main purpose to these shorts was the sing-along portion, to provide movie patrons with the opportunity to actually sing along in the theater. The lyrics would appear on screen and a "bouncing ball" of some kind would serve as a guide for patrons when singing. It probably worked better back when these were made, as they used popular music from the time when thee short was made. It was a gimmick to sell sheet music and records.
