This is a Mister Magoo short released by the UPA Studios. There will be spoilers ahead:
This is a very good late period Mister Magoo, from the period where they were largely turning out Magoos which could be considered cute but rather uninspired.
After Waldo shows Magoo a very tiny firecracker with the intention of lighting it in honor of the Fourth of July, Magoo lectures him about safety and pledges a "safe and sane" holiday is more appropriate. Magoo decides planting a flower garden is just the thing, only to buy an array of fireworks which would stop the heart of the sane, thrill every little boy within miles and make firemen cry like babies and swear like drunken sailors.
Magoo's neighbor sees what he is planting in his garden and decides that discretion is the better part of valor. The utterly predictable happens, as Magoo inadvertently sets off his "flowers" and Waldo freaks out. Poor Waldo, being not the shiniest pebble in the pond, accepts Magoo's invitation to set off the puny, pallid thing he calls a "firecracker", which Waldo does-right in front of a police officer, who arrests him and carts him off to jail as to blame for Magoo's display. Waldo might be safer in jail.
The Magoo theatrical shorts and a Magoo feature film have been issued in a DVD box set from Shout! Factory. Both this short and the box set are recommended.
