The annual Snow Festival is in danger of cancellation because it's February and there is no snow. The town council has called an open meeting and there is all kinds of hostility. Cancellation means a real blow to the town's economy. Harley has a shovel but no snow to remove. Joanna is knitting hats. Stephanie has been named snow princess and is reveling in her position. Michael is being a total jerk. Enter the boys who say they can guarantee that they can make it snow. Of course, they are looked down upon. They need one thousand dollars to make it snow. And one thousand dollars to make it stick. Funny episode.

It is time for the annual Snow Carnival but there is no snow. Larry and the Darryls say they can provide it.
The carnival may be cancelled, disappointing the town and Stephanie, who was voted (by Michael) as the Ice Princess. Many townsfolk are given some funny lines including Chester, Jim, Harley and Officer Shifflett. Michael has ideas like wet T shirt competitions instead of ice sculptures. The town finally hires Larry and the Darryls out of desperation. Check out this episode to see if they succeed.
