For certain it is not "Penny Dreadful". Only in name only, probably because of the success\awareness of the prior show, did this drama about Latino race issues in 1938 get it's brand name. And the same producer. He could have called it "City of Angels" and left off the PD.

Granted there is a supernatural aspect, but nowhere near the heavy Gothic atmosphere, more in keeping with an actual Penny Dreadful novel, the first show maintained for three seasons.

This particular episode, sans the 1930's time setting, could have been any cop show.

The acting is superb. However, again, this is NOT a Gothic horror show in line with a traditional Penny Dreadful tale.

Should have named the series "City of Angels: Lewis Michener"

...and let Nathan Lane be the protagonist, and this would have gotten way better reviews (and would have been a way better series). They should have dropped the supernatural plot which has been handled like an afterthought from the start, and it's certainly not needed to explain the driving forces like corruption, racism and human nature. It would have cleared up the narrative and let the great actors ahine; watching Zavatto sulk like a nine year old would be so much more easier to bear if he was supposed to be the sidekick and not just looked like one in every scene.

But in any case: It's getting better, so let's hope that it will play out it's strengths that have been there from the start in the remaining episodes.
